Caption: Date: 1969 Location: Lekhpharsa, Surkhet Description: The beginning stages of a creating a kulo (irrigation canal) in Lekhpharsa. When building a kulo, there was a great advantage of having a surveyor's transit like Peace Corps provided for work on development projects. When shown the location of the source of water, a person could stake out successive locations with a man at a distance holding a rod, and usually in a day’s time, be able to determine whether there was enough elevation difference to deliver the water to the desired fields. The only alternative available at that time was to dig ahead of the water as the kulo was being built. But if the target fields were at a distance and out of sight, it was hard to be certain whether the kulo would succeed.
