The man standing to left of blackboard is Kaski PTA Dil Nath Sharma, the man standing to right may be the local village chief (pradhan panch), and the man seated to left of Sharma wearing glasses and watch is probably a government official (education dept?) from Pokhara. Training sessions lasted two weeks, involved elected village officials and secretaries from three villages, and were designed to improve local government leadership and administrative skills.
